Government concept of emergency

This really shows the difference between business and government. In this story in the San Diego Union-Tribune, Schwarzenegger is getting ready to declare an emergency. But we don't want to rush this emergency or anything:

Schwarzenegger will not declare an emergency until early next month, when the Legislature is scheduled to return from its annual fall recess that began in September.
